1. To use the resources of the Foundation to provide charitable assistance to organizations in rural Nebraska, the part of the country where Kitty and Edwin Perkins came from and which is far from the urban areas which are more readily able to access charitable dollars than in rural Nebraska. 

2. To use the resources of the Foundation to provide charitable assistance to organizations in rural Nebraska, focusing on health care, education, and rural development, with the intention of making an impact on the viability and economic vitality of the non-urban areas of Nebraska, and in support of institutions and people who provide services and foster relationships which will assist in meeting the other goals of the Foundation.
